Terada explicitly said that the problem with using actual Toku is the actors' faces - they'd have to spend a lot of money on getting the licence to their likenesses.
They were able to get away with Godzilla Against Mechagodzilla and Gunhed because Akane had a helmet that could obscure most of her face, and Brooklyn had sunglasses that covered his eyes, both allowing to obscure the pilots' actors' identities to an extent.
Unfortunately, doing so in a standard SRW rather than an event is awkward, which leads to why Super Sentai and Metal Heroes have only been in the mobiles as well.
I suspect using Banagher the way they did in 30 wasn't just to match up with how his short appearance worked in Narrative, but also as a test of using such a pilot regularly.
We'll have to see if they decide to use it later, though Terada did seem extra happy about Kamen Rider W getting an anime, so we'll probably see that first.
